On Thursday, April 16, 2024, India and Seychelles solidified their bilateral relations by signing an extradition treaty and eight additional agreements during a virtual summit. The discussions were held between Indian Prime Minister Narendra Modi and Seychelles President Wavel Ramkalawan. The newly signed pacts aim to enhance cooperation across critical sectors including security, judicial assistance, and socio-economic development, reinforcing a long-standing strategic partnership.

The extradition treaty represents a significant step forward in mutual legal assistance between the two nations. This agreement facilitates the apprehension and transfer of individuals accused or convicted of serious crimes, including terrorism, economic offenses, and other transnational crimes, who may seek refuge in either country. It underscores both India's and Seychelles' commitment to combating organized crime, ensuring accountability, and preventing fugitives from evading justice.

Beyond the extradition treaty, the eight other agreements encompass a wide range of sectors, reflecting a comprehensive approach to bilateral partnership. These initiatives align with India's "Security and Growth for All in the Region" (SAGAR) vision, a policy framework that emphasizes security, cooperation, and sustainable development in the Indian Ocean region. Seychelles holds a strategically important position in this maritime area.

During the virtual summit, several projects were also jointly inaugurated or formally handed over, demonstrating tangible outcomes of the ongoing cooperation:

  • Maritime Security: India handed over 10 Fast Interceptor Boats (FIBs) to the Seychelles Coast Guard, significantly enhancing its capabilities for maritime surveillance and patrolling in its exclusive economic zone. An agreement on White Shipping Information sharing was also signed, promoting greater maritime domain awareness and cooperation in the Indian Ocean.
  • Infrastructure Development: Key infrastructure projects inaugurated included a new Magistrates' Court building and a new administrative building for the Attorney General's office. These projects aim to bolster Seychelles' judicial infrastructure and capacity.
  • Renewable Energy: A 1 Megawatt (MW) solar power plant, established with Indian assistance, was jointly inaugurated. This initiative supports Seychelles' national goals for renewable energy adoption and environmental sustainability.
  • Community and Social Development: Several high-impact community development projects (HICDPs) were launched. Additionally, 50 new housing units, constructed with Indian grant assistance, were formally handed over, addressing housing needs in Seychelles.
  • Sectoral Cooperation: Other agreements included a Memorandum of Understanding (MoU) on collaboration in traditional medicine, agreements on disaster management cooperation, and pacts on cyber security cooperation and cultural exchange programs.

Prime Minister Modi underscored Seychelles' role as a vital partner in India's SAGAR vision, reiterating India's commitment to being a net security provider in the Indian Ocean region. The agreements collectively highlight a shared commitment to regional stability, responsible blue economy development, and capacity building for Seychelles.

The signing of these agreements and the inauguration of key projects are expected to further strengthen the strategic partnership between India and Seychelles. Both nations are poised to continue their cooperation in implementing these initiatives, fostering mutual growth, enhancing regional security, and contributing to the prosperity of the Indian Ocean region.
