Pahalgam Attack Probe: GoPro Trail Leads to China, NIA Seeks Beijing's Aid
The National Investigation Agency (NIA) has traced digital evidence recovered from a GoPro camera, linked to the April 2022 Pahalgam terror attack, to an Internet Protocol (IP) address located in Shenzhen, China. An NIA court in Jammu formally permitted the agency in October 2022 to issue a Letter Rogatory (LR) to seek assistance from Chinese authorities regarding the findings. This development marks a significant cross-border dimension to the ongoing counter-terrorism investigation.
The GoPro Hero 7 camera was recovered from the site of an encounter in the forest area of Bijbehara, Anantnag, in October 2022. During this encounter, a Pakistani terrorist, identified as a perpetrator in the Pahalgam attack, was killed. Digital data, including video footage and images, was extracted from the device, indicating its use by the terrorist group.
Investigations into the camera's origins and usage led to the tracing of its Media Access Control (MAC) ID through the manufacturer's server. This technical analysis revealed that the device was associated with an IP address, 106.39.231.144, which was subsequently geolocated to Shenzhen, Guangdong province, China. This discovery prompted the NIA to seek judicial authorization for international cooperation.
The Letter Rogatory, issued by the NIA court, aims to secure specific information from Chinese legal and law enforcement agencies. Its primary objectives include identifying the user associated with the traced IP address, obtaining server logs, and gathering any other relevant digital data that could further the investigation. This move underscores the critical role of digital forensics in modern counter-terrorism probes and the increasing necessity for international legal assistance in cases with cross-border digital footprints. This instance is particularly notable as an Indian counter-terrorism agency is officially seeking assistance from China for such an investigation.
The Pahalgam terror attack, which occurred in April 2022, resulted in the killing of Manzoor Ahmad Bangroo, a sarpanch (village head), in the Ghotipora area of Pahalgam, Jammu and Kashmir. The recovery of the GoPro camera and the subsequent digital trail are integral to identifying the full network of individuals involved in orchestrating and executing the attack.
Following the court's approval, the Letter Rogatory is expected to be forwarded to Chinese authorities through established diplomatic channels.
